Juan Carlos Florián Silva, born on October 20, 1982, in Ibagué, Tolima, Colombia, is a political scientist, human rights defender, LGBTQ+ activist, and politician who currently serves as Colombia’s Minister of Equality and Equity since August 2025. With an academic background that includes a degree in political science from Pontificia Universidad Javeriana and a master’s in political communication from the University of Lleida, Florián has extensive experience in public service and international cooperation, having worked for organizations such as Save the Children and Doctors Without Borders.
Florián’s path to political office is notably unconventional. Before his ministerial role, he was the first Deputy Minister of Diversity and had been a key figure in LGBTQ affairs during Gustavo Petro’s mayoralty. His early life included work as a sex worker and adult film actor, primarily in productions aimed at gay audiences while living in Paris, where he also founded a sex workers’ union. These aspects of his history became a source of controversy upon his appointment, sparking debate within Colombia’s political sphere. Despite criticism, President Gustavo Petro has strongly defended him, emphasizing Florián’s activism, resilience, and qualifications as a public manager and human rights advocate.
As Minister of Equality and Equity, Florián leads a ministry dedicated to ensuring the rights and inclusion of vulnerable populations, including women, ethnic minorities, the LGBTQ+ community, migrants, people with disabilities, and others facing social exclusion. He is publicly HIV-positive and openly embraces his background as part of his commitment to visibility and dignity for marginalized groups.
