On paper, that image still holds: in the latest\u00a0Rainbow Map\u00a0published by\u00a0ILGA\u2011Europe<\/a>, the country scores a solid\u00a085%\u00a0on LGBTI+ rights. But there is a catch. While the score remains the same as last year, Belgium drops from\u00a0second to fourth place\u00a0in the European ranking, overtaken by countries that are moving faster and further.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a year where&nbsp;<strong>Brussels Pride<\/strong>&nbsp;celebrates&nbsp;<strong>30 ans<\/strong>&nbsp;under the theme&nbsp;<strong>\u201cWhen Times Get Darker, We Shine Brighter\u201d<\/strong>, that slide is a warning. Standing still, even with a good score, now means losing ground.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"what-the-rainbow-map-actually-measures\">What the Rainbow Map actually measures<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Le site&nbsp;<strong>Rainbow Map<\/strong>&nbsp;is ILGA\u2011Europe\u2019s annual x\u2011ray of LGBTI+ rights in&nbsp;<strong>49 European countries<\/strong>. Each state is scored between&nbsp;<strong>0% and 100%<\/strong>&nbsp;based on&nbsp;<strong>75+ criteria<\/strong>&nbsp;spread across seven categories:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>equality and non\u2011discrimination<\/li>\n\n\n\n<li>family<\/li>\n\n\n\n<li>hate crime and hate speech<\/li>\n\n\n\n<li>legal gender recognition<\/li>\n\n\n\n<li>intersex bodily integrity<\/li>\n\n\n\n<li>civil society space<\/li>\n\n\n\n<li>asylum.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">A high score does not mean \u201ceverything is perfect\u201d; it means that laws and policies are in place to protect LGBTI+ people\u2019s human rights. A lower score doesn\u2019t necessarily reflect social attitudes, but points to&nbsp;<strong>legal gaps<\/strong>&nbsp;that can leave people unprotected.<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/rainbowmap.ilga-europe.org\/categories\/equality-non-discrimination\/\"><\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Belgium\u2019s&nbsp;<strong>85%<\/strong>&nbsp;places it among the continent\u2019s best performers. The short version:&nbsp;<strong>other countries moved, Belgium did not<\/strong>.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Spain<\/strong>\u00a0jumps to\u00a0<strong>first place<\/strong>\u00a0with\u00a0<strong>89%<\/strong>, thanks to a wave of reforms on legal gender recognition, self\u2011determination and family rights.<a href=\"https:\/\/www.thepinknews.com\/2026\/05\/12\/europe-lgbtq-2026-rainbow-map\/\" target=\"_blank\" rel=\"noreferrer noopener\"><\/a><\/li>\n\n\n\n<li><strong>Malta<\/strong>, longtemps num\u00e9ro un, now sits in\u00a0<strong>second place<\/strong>\u00a0with\u00a0<strong>88%<\/strong>.<a href=\"https:\/\/lovinmalta.com\/malta\/malta-loses-top-spot-on-europes-lgbtq-rights-ranking-after-10-years\/\" target=\"_blank\" rel=\"noreferrer noopener\"><\/a><\/li>\n\n\n\n<li><strong>Iceland<\/strong>\u00a0climbs to\u00a0<strong>third<\/strong>\u00a0with\u00a0<strong>86%<\/strong>.<a href=\"https:\/\/lovinmalta.com\/malta\/malta-loses-top-spot-on-europes-lgbtq-rights-ranking-after-10-years\/\" target=\"_blank\" rel=\"noreferrer noopener\"><\/a><\/li>\n\n\n\n<li><strong>Belgique<\/strong>\u00a0et\u00a0<strong>Denmark<\/strong>\u00a0follow with\u00a0<strong>85%<\/strong>, but Belgium is now ranked\u00a0<strong>fourth<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">ILGA\u2011Europe\u2019s reading is clear: Belgium is not being punished for rolling back rights, but for\u00a0<strong>not doing enough to move forward<\/strong>. The country has promised reforms in several areas \u2013 and then left them sitting in drawers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.brusselstimes.com\/1041173\/belgium-drops-one-place-in-lgbti-rights-ranking\" target=\"_blank\" rel=\"noreferrer noopener\"><\/a><\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"790\" height=\"265\" src=\"https:\/\/ket.brussels\/wp-content\/uploads\/2026\/05\/Capture-decran-2026-05-12-142935.jpg\" alt=\"\" class=\"wp-image-52622\" srcset=\"https:\/\/ket.brussels\/wp-content\/uploads\/2026\/05\/Capture-decran-2026-05-12-142935.jpg 790w, https:\/\/ket.brussels\/wp-content\/uploads\/2026\/05\/Capture-decran-2026-05-12-142935-300x101.jpg 300w, https:\/\/ket.brussels\/wp-content\/uploads\/2026\/05\/Capture-decran-2026-05-12-142935-768x258.jpg 768w\" sizes=\"auto, (max-width: 790px) 100vw, 790px\" \/><\/figure>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"where-belgium-is-still-lagging-behind\">Where Belgium is still lagging behind<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">On the Rainbow Map, Belgium scores highly in several categories:&nbsp;<strong>hate crime and hate speech laws are in place<\/strong>, civil society operates freely, and family rights have progressed over the years. But three areas stand out as&nbsp;<strong>stagnant or weak<\/strong>:<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"1-intersex-bodily-integrity\">1. Intersex bodily integrity<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The biggest red flag is the absence of a&nbsp;<strong>ban on non\u2011consensual medical interventions on intersex children<\/strong>. ILGA\u2011Europe has, for years, urged Belgium to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>prohibit medically unnecessary surgeries and treatments on intersex minors without their informed consent<\/li>\n\n\n\n<li>create\u00a0<strong>reparation mechanisms<\/strong>\u00a0for those already harmed.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">For intersex activists, this is not a technical detail; it is about ending what many describe as\u00a0<strong>intersex genital mutilation<\/strong>\u00a0in Belgian hospitals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.brusselstimes.com\/1041173\/belgium-drops-one-place-in-lgbti-rights-ranking\" target=\"_blank\" rel=\"noreferrer noopener\"><\/a><\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"805\" height=\"337\" src=\"https:\/\/ket.brussels\/wp-content\/uploads\/2026\/05\/Capture-decran-2026-04-03-123612.jpg\" alt=\"\" class=\"wp-image-52494\" srcset=\"https:\/\/ket.brussels\/wp-content\/uploads\/2026\/05\/Capture-decran-2026-04-03-123612.jpg 805w, https:\/\/ket.brussels\/wp-content\/uploads\/2026\/05\/Capture-decran-2026-04-03-123612-300x126.jpg 300w, https:\/\/ket.brussels\/wp-content\/uploads\/2026\/05\/Capture-decran-2026-04-03-123612-768x322.jpg 768w\" sizes=\"auto, (max-width: 805px) 100vw, 805px\" \/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"2-legal-gender-recognition\">2. Legal gender recognition<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Belgium has reasonably advanced trans legislation, but the Rainbow Map underlines that&nbsp;<strong>full self\u2011determination<\/strong>&nbsp;is not yet a reality for everyone. ILGA\u2011Europe points to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>the need for better recognition beyond a strict male\/female binary<\/li>\n\n\n\n<li>more accessible and depathologised procedures for changing legal gender markers.<a href=\"https:\/\/www.brusselstimes.com\/1041173\/belgium-drops-one-place-in-lgbti-rights-ranking\" target=\"_blank\" rel=\"noreferrer noopener\"><\/a><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Non\u2011binary people in particular remain in a grey zone, with no explicit legal recognition.<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/www.brusselstimes.com\/1041173\/belgium-drops-one-place-in-lgbti-rights-ranking\"><\/a><\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"3-asylum-equality-and-everyday-discrimination\">3. Asylum, equality and everyday discrimination<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">On&nbsp;<strong>asylum<\/strong>, Belgium is asked to better protect LGBTI+ applicants and ensure procedures reflect the specific risks they face in their countries of origin.<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/rainbowmap.ilga-europe.org\/countries\/belgium\/\"><\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In terms of&nbsp;<strong>equality and non\u2011discrimination<\/strong>, the index also points to areas where discrimination still hides in plain sight, such as&nbsp;<strong>remaining restrictions on blood donation<\/strong>&nbsp;for certain groups. These might look \u201ctechnical\u201d, but they send a clear message about whose bodies are still seen as risky.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"685\" height=\"358\" src=\"https:\/\/ket.brussels\/wp-content\/uploads\/2026\/03\/Capture-decran-2026-03-23-183644-1.jpg\" alt=\"\" class=\"wp-image-51849\" srcset=\"https:\/\/ket.brussels\/wp-content\/uploads\/2026\/03\/Capture-decran-2026-03-23-183644-1.jpg 685w, https:\/\/ket.brussels\/wp-content\/uploads\/2026\/03\/Capture-decran-2026-03-23-183644-1-300x157.jpg 300w\" sizes=\"auto, (max-width: 685px) 100vw, 685px\" \/><\/figure>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"when-hate-goes-unpunished-avaria-raises-the-alarm\">When hate goes unpunished: \u00e7avaria raises the alarm<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Flemish federation&nbsp;<strong>\u00e7avaria<\/strong>&nbsp;adds another layer to the diagnosis:&nbsp;<strong>online hate<\/strong>. In its reaction to the new Rainbow Map, the organisation talks about a feeling of&nbsp;<strong>\u201ctotal impunity\u201d<\/strong>&nbsp;for those who spread anti\u2011LGBTI+ hatred on social media.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Why? Because in Belgium, a lot of online hate is treated as a&nbsp;<strong>\u201cd\u00e9lit de presse\u201d (press offence)<\/strong>, which in theory falls under the jurisdiction of the&nbsp;<strong>Cour d\u2019assises<\/strong>&nbsp;\u2013 a very heavy, rarely used procedure. In practice, cases almost never make it to that level, and hate speech targeting queers and trans people goes&nbsp;<strong>unsanctioned<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The result is a gap between&nbsp;<strong>progressive laws on paper<\/strong>&nbsp;and what people experience in their feeds and comment sections \u2013 a gap campaigns like&nbsp;<strong>Flood The Feed<\/strong>&nbsp;(also launched by \u00e7avaria) try to address from the ground up.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"standing-still-is-moving-backwards\">\u201cStanding still is moving backwards\u201d<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Federal minister for Equal Opportunities&nbsp;<strong>Rob Beenders<\/strong>&nbsp;has reacted by acknowledging that&nbsp;<strong>\u201cimmobilism sometimes means going backwards\u201d<\/strong>. He insists that acquired rights are never guaranteed forever, and has promised to work on:<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/www.belganewsagency.eu\/belgium-slips-to-fourth-place-in-european-lgbtq-rights-ranking\"><\/a><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>more effective tools against\u00a0<strong>online hate<\/strong><\/li>\n\n\n\n<li>better information about\u00a0<strong>LGBTI+ rights<\/strong><\/li>\n\n\n\n<li>broader\u00a0<strong>awareness\u2011raising<\/strong>\u00a0on diversity and respect.<a href=\"https:\/\/www.belganewsagency.eu\/belgium-slips-to-fourth-place-in-european-lgbtq-rights-ranking\" target=\"_blank\" rel=\"noreferrer noopener\"><\/a><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">For many activists, the message is welcome \u2013 but they will be watching for&nbsp;<strong>laws, not just words<\/strong>. ILGA\u2011Europe\u2019s recommendations are very concrete; they can be turned into draft bills.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"what-this-means-for-queer-people-in-belgium\">What this means for queer people in Belgium<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">For a lot of queers in Belgium, the Rainbow Map ranking is both reassuring and frustrating. Reassuring, because Belgium remains in the European top tier, far from countries where LGBTI+ people are criminalised or violently repressed. Frustrating, because daily realities \u2013 trans healthcare, intersex rights, online hate, racism within and outside the community \u2013 are still far from the scorecard\u2019s green zones.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Pride season, this tension is particularly visible:&nbsp;<strong>rainbow flags fly from official buildings, but intersex children are still operated on without consent<\/strong>;&nbsp;<strong>ministries celebrate diversity, but queer content creators drown in unpunished hate comments<\/strong>. The Rainbow Map doesn\u2019t tell the whole story, but it gives a useful snapshot of where the law is falling behind people\u2019s lives.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"where-to-go-from-here\">Where to go from here<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">If Belgium wants to climb back up on the Rainbow Map, the path is not mysterious. ILGA\u2011Europe explicitly calls on the country to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>ban non\u2011consensual medical interventions on intersex children and offer reparations<\/li>\n\n\n\n<li>strengthen and depathologise legal gender recognition, including for non\u2011binary people<\/li>\n\n\n\n<li>improve protection and procedures for LGBTI+ asylum seekers<\/li>\n\n\n\n<li>remove remaining discriminatory practices (such as restrictions on blood donation)<\/li>\n\n\n\n<li>tackle online hate with mechanisms that actually lead to prosecutions.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">For ket\u2019s readers, the message is simple:\u00a0<strong>Pride is not just a party; it is also a to\u2011do list<\/strong>.
