Speaking at a cultural event in Kyiv, he stressed that all Ukrainians \u201chave absolutely the same rights, regardless of any prejudices held by people from the 15th century,\u201d and described Ukrainians as \u201cmodern people.\u201d The comments, reported by the&nbsp;<em>Kyiv Independent<\/em>, come as public support for equal rights grows, even while legal recognition of same\u2011sex couples remains stalled in parliament.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">A rare, clear statement in public<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The exchange happened when&nbsp;<strong>Oleksandr Demenko<\/strong>, a veteran and head of an LGBTQ+ military and veterans\u2019 NGO, asked Zelensky whether Ukraine needs cultural products that \u201cnormalize LGBTQ+ topics\u201d and increase tolerance. Zelensky answered that everything \u201cshould be discussed openly with society,\u201d calling that \u201ccompletely normal.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He went further, underlining that \u201cwe are all here together, we are defending the state, we are the same and we have absolutely the same rights, regardless of any prejudices held by people from the 15th century. We are modern people.\u201d In a country at war, where LGBTQ+ soldiers are fighting and dying on the front lines, hearing the president publicly tie equal rights to shared sacrifice carries symbolic weight \u2013 even if laws have not yet changed.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Growing support, persistent violence<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">According to polling cited by the&nbsp;<em>Kyiv Independent<\/em>, support for equal rights has significantly increased in recent years. A 2024 survey by the&nbsp;<strong>Kyiv International Institute of Sociology<\/strong>&nbsp;found that&nbsp;<strong>over 70% of Ukrainians<\/strong>&nbsp;believe LGBTQ+ people should have the same rights as any other citizen. Other studies confirm a similar trend, especially among younger people.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This shift in attitudes coexists with ongoing&nbsp;<strong>threats and violence<\/strong>, particularly from far\u2011right groups. Pride events and queer cultural gatherings in Kyiv have repeatedly faced attacks or attempted disruptions, and LGBTQ+ people still report harassment and physical aggression in everyday life. Zelensky\u2019s call for open discussion does not erase these realities, but it comes against a backdrop where more and more Ukrainians say in principle that equality matters.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Legal recognition still stuck in limbo<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Legally, Ukraine is in a contradictory moment. Same\u2011sex relations were decriminalised in 1991, and workplace discrimination protections were introduced in 2015. But&nbsp;<strong>same\u2011sex marriage and civil partnerships are still not recognised<\/strong>, blocking access to basic rights like hospital visitation, medical decision\u2011making, inheritance or next\u2011of\u2011kin status.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since Russia\u2019s full\u2011scale invasion, several petitions have called for equal rights and marriage or partnership recognition, many of them initiated or supported by LGBTQ+ soldiers concerned about their partners\u2019 legal vulnerability if they die at the front. Zelensky previously asked the government to examine the possibility of&nbsp;<strong>civil partnerships<\/strong>, saying in 2024 that he would sign such a law if parliament passed it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In March 2026, Ukraine\u2019s Supreme Court recognised a same\u2011sex couple as a&nbsp;<strong>de facto family<\/strong>, a landmark ruling hailed by Human Rights Watch as a significant step toward equality. What Does It Really Change?<\/a><\/strong><\/em><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Parliament meetings and \u201copen, responsible dialogue\u201d<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The same day as Zelensky\u2019s comments,&nbsp;<strong>Parliament Speaker Ruslan Stefanchuk<\/strong>&nbsp;met with LGBTQ+ NGOs to discuss changes to the Civil Code. According to his public statement, he emphasised the importance of maintaining an&nbsp;<strong>\u201copen and responsible dialogue\u201d<\/strong>&nbsp;on questions of individual rights, dignity, private life and equality, and said that all proposals must be reviewed carefully in light of Ukraine\u2019s constitution,&nbsp;<strong>European Court of Human Rights<\/strong>&nbsp;case law and European standards.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This reflects the double pressure Ukraine faces: internally, from citizens and activists demanding recognition, and externally, from European institutions linking LGBTQ+ rights to the country\u2019s broader path toward EU membership and compliance with non\u2011discrimination norms.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Why this matters beyond Ukraine<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">From Brussels, these developments are not abstract. Many Ukrainian refugees, including LGBTQ+ people, have found temporary or long\u2011term safety in Belgium. For them, the gap between the reality they experience here and the lack of legal protection back home is stark. Zelensky\u2019s words \u2013 \u201cwe are modern people,\u201d \u201cwe have absolutely the same rights\u201d \u2013 do not change their immediate legal situation, but they help shift the public narrative inside Ukraine in a direction that could make future reforms more possible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For KET\u2019s readers, this is also a reminder that queer and trans struggles are deeply entangled with questions of war, nationalism and geopolitics.
